記者從全國(guó)人大代表、福建省平潭綜合實(shí)驗(yàn)區(qū)海壇片區(qū)東門社區(qū)黨委書記薛玉鳳處獲悉，她將在今年的全國(guó)兩會(huì)上提交《關(guān)于賦予平潭國(guó)際旅游島離島旅客購(gòu)物免稅政策的建議》。

“Outbound tourism has been on the rise in recent years, which has increased travelers' demand for international luxury goods and cosmetics. Hainan province has seen rapid growth in travelers' spending on such goods since a similar tax-free policy on luxury items was introduced to travelers leaving the island.”
“當(dāng)前我國(guó)居民出境游不斷增多，對(duì)國(guó)際名品購(gòu)物需求日益增加，市場(chǎng)空間巨大。從海南的實(shí)踐看，離島免稅政策實(shí)施以來，免稅購(gòu)物消費(fèi)金額連年保持高速增長(zhǎng)?！?/p>
“I suggest that a tax-free policy also be implemented on Pingtan Island in Fujian province, as its construction plan, approved by the State Council, says that the government should step up development of shopping-driven tourism on the island. It's also of great help to transfer people's spending at overseas destinations to domestic attractions. The Ministry of Finance can designate Pingtan as an experimental zone for a tax-free policy, where the goods can include jewelry, watches, perfumes and cosmetics.”
“我建議賦予平潭綜合實(shí)驗(yàn)區(qū)離島旅客購(gòu)物免稅政策。國(guó)務(wù)院批復(fù)的《平潭國(guó)際旅游島建設(shè)方案》明確要‘加快發(fā)展購(gòu)物旅游，擴(kuò)大旅游購(gòu)物消費(fèi)’，賦予平潭離島旅客免稅政策，有利于將我國(guó)大陸出境游旅客在境外的購(gòu)物消費(fèi)轉(zhuǎn)移到境內(nèi)。建議財(cái)政部支持賦予平潭綜合實(shí)驗(yàn)區(qū)離島旅客購(gòu)物免稅政策。試點(diǎn)期間，免稅商品品種限定為首飾、手表、香水、化妝品等消費(fèi)品?！?/p>
