在北京西南約100公里處，一座高標(biāo)準(zhǔn)、高質(zhì)量建設(shè)的未來之城正在拔地而起。

那里是河北雄安新區(qū)。

2017年4月，中共中央、國務(wù)院設(shè)立河北雄安新區(qū)的決定發(fā)布。雄安的設(shè)立是黨中央深入推進(jìn)京津冀協(xié)同發(fā)展作出的一項(xiàng)重大決策部署，初心是打造北京非首都功能集中承載地。

The establishment of Xiong'an New Area — located about 100 kilometers southwest of Beijing — was announced in April 2017. The flagship project was intended to relieve Beijing of nonessential capital city functions and advance the coordinated development of the Beijing-Tianjin-Hebei region.

今年是雄安新區(qū)設(shè)立的第七年。目前新區(qū)已進(jìn)入大規(guī)模建設(shè)與承接北京非首都功能疏解并重階段，工作重心已轉(zhuǎn)向高質(zhì)量建設(shè)、高水平管理、高質(zhì)量疏解發(fā)展并舉。

雄安人享受數(shù)字城市建設(shè)成果

陳雪穎已經(jīng)習(xí)慣了每天通過手機(jī)預(yù)約智能網(wǎng)聯(lián)巴士通勤。這并不是科幻場景，而是她在河北雄安新區(qū)容東片區(qū)的真實(shí)生活。

據(jù)她介紹，智能網(wǎng)聯(lián)巴士很安全，而且是免費(fèi)的。這種巴士的行程只需10多分鐘，比在交通高峰時(shí)段開車上下班方便得多。

記者從悅享雄安科技有限公司了解到，智能網(wǎng)聯(lián)巴士能夠感知240米范圍內(nèi)的交通環(huán)境，比如紅綠燈，還可以通過剎車或變道來應(yīng)對突發(fā)情況，反應(yīng)速度比人類駕駛員快10倍。

The autonomous driving buses are capable of sensing traffic information, such as stoplights, within a 240-meter range. They can respond to sudden situations by braking or changing lanes with a reaction speed 10 times faster than that of a human driver, accordingto Yuexiang Xiong'an Technology, which operates the vehicles.

這些公交車配備了20多個(gè)感應(yīng)設(shè)備，包括激光雷達(dá)和高清攝像頭。它們不斷收集周邊路況信息，然后將數(shù)據(jù)傳輸?shù)杰囕v的計(jì)算單元。為確保車輛正常行駛，車內(nèi)還配備了一名安全員，非必要情況下安全員不會進(jìn)行干預(yù)操作。

目前，每天有20趟這樣的智能網(wǎng)聯(lián)巴士在容東片區(qū)的居民社區(qū)、公園和公交站之間運(yùn)行。這些智能網(wǎng)聯(lián)巴士的成功運(yùn)營離不開數(shù)字道路的建設(shè)。

據(jù)介紹，雄安新區(qū)容東片區(qū)的數(shù)字道路是全國首個(gè)規(guī)模化的數(shù)字道路。

Rongdong is the first district to complete comprehensive digital road construction in Xiong'an New Area, according to the government.

位于容東片區(qū)的數(shù)字道路總里程153公里，在主干路、支路及街巷道路上，部署了多功能信息柱、激光雷達(dá)、電子卡口攝像頭和其他感知設(shè)備，并且通過云、網(wǎng)、邊、端智能交通基礎(chǔ)設(shè)施及相關(guān)配套設(shè)備，實(shí)現(xiàn)全覆蓋、全感知數(shù)字化道路。

Along its 153 kilometers of roads including main, secondary and branch roads, and alleys, have been installed multifunction information poles, laser radars, electronic toll cameras and other sensing devices, as well as supporting intelligent equipment to monitor the roads and transmit and analyze data.

據(jù)雄安云網(wǎng)科技有限公司介紹，數(shù)字道路的運(yùn)營是雄安新區(qū)建設(shè)孿生城市的一部分。雄安城市計(jì)算中心是雄安數(shù)字孿生城市運(yùn)營服務(wù)的重要載體。自2022年底運(yùn)營以來，其承載的超級計(jì)算、云計(jì)算等設(shè)施，為數(shù)字孿生城市的大數(shù)據(jù)、區(qū)塊鏈、物聯(lián)網(wǎng)等提供網(wǎng)絡(luò)、計(jì)算和存儲服務(wù)。

Xiong'an New Area has built a digital twin city, which mainly operates in the Xiong'an Urban Computing Center. Since it began operations at the end of 2022, it has offered network, computing and storage services for big data, blockchain and the internet of things. The Digital Road Intelligent Operation Center is also part of the twin city, according to the operating company Xiong'an Cloud Network Technology.

創(chuàng)新之城

據(jù)雄安新區(qū)改革發(fā)展局介紹，新區(qū)設(shè)立以來，央企已在新區(qū)設(shè)立各類機(jī)構(gòu)200多家，示范作用和集聚效應(yīng)凸顯。

雄安還吸引了來自世界各地的商人和創(chuàng)新型公司。

來自加納的文森在雄安看到了自己的未來。他說這里的生活和經(jīng)商成本對創(chuàng)業(yè)企業(yè)更為友好。他計(jì)劃將先進(jìn)的技術(shù)帶到非洲國家。文森說：“雄安專注于研究可持續(xù)能源，這將需要一些來自非洲的自然資源。我計(jì)劃把鋰、鈷等從非洲運(yùn)往中國。”

隨著初創(chuàng)企業(yè)數(shù)量的增加，雄安迎來了許多人才的到來，并出臺了系列措施以確保其在雄安發(fā)展得好。

新區(qū)去年發(fā)布了《關(guān)于打造創(chuàng)新高地和創(chuàng)業(yè)熱土聚集新人才的若干措施》，推出了頂尖人才、技能人才、青年人才等各類人才引進(jìn)及重大平臺落地獎(jiǎng)勵(lì)等16條政策措施，包括頂尖科學(xué)家、高水平研究團(tuán)隊(duì)和新畢業(yè)大學(xué)生。雄安將積極引進(jìn)頂尖科學(xué)家到雄安工作，給予2000~5000萬元科研經(jīng)費(fèi)等。

So far, 16 policy measures have been announced to attract global talent, including top scientists, high-level research teams and new university graduates. Eligible leading scientists can receive research funding of up to 50 million yuan ($6.9 million).

雄安新區(qū)黨群工作部部長、人大聯(lián)絡(luò)辦主任尤志軍說：“人才隊(duì)伍、人才結(jié)構(gòu)對雄安新區(qū)未來的發(fā)展至關(guān)重要，我們吸引人才的若干措施已經(jīng)取得了成效?！?/p>

據(jù)介紹，雄安新區(qū)設(shè)立以來，發(fā)放雄才卡10808張，其中2023年以來新增各類創(chuàng)新創(chuàng)業(yè)人才約3萬余人。

Since April 2017, over 10,000 Xiong'an talent cards have been issued. The card is an official document granted to talented people, and since 2023 Xiong'an has witnessed the arrival of 30,000 startups and entrepreneurs, according to the department.

居民不斷提升的獲得感

為更好推進(jìn)雄安新區(qū)高標(biāo)準(zhǔn)建設(shè)，中央出臺一攬子特殊支持政策在雄安新區(qū)全面落地，各項(xiàng)任務(wù)取得了重要階段性成果。這些政策涉及子女教育、醫(yī)療、住房等各方面，進(jìn)一步加強(qiáng)了對疏解人員的保障。

During the construction of Xiong'an, the top leadership urged implementing and refining policies and measures concerning children's education, healthcare, housing and other public welfare issues to fulfill the needs of residents.

自9月份以來，北京四中雄安校區(qū)共招收學(xué)生50余名。每一位教師在北京四中本部配備了一名導(dǎo)師，確保雄安校區(qū)教學(xué)品質(zhì)和北京四中保持一致，讓疏解員工的子女在雄安新區(qū)享受到高質(zhì)量教育。

The first intake of about 50 students from the Xiong'an branch of the Beijing No 4 High School has been enrolled since September. The teachers have mentors at the main campus in Beijing, which has regular interaction with the Xiong'an branch and provides support to ensure high-quality education.

雄安北海幼兒園和雄安史家胡同小學(xué)也于去年9月開始招生。此外，北京地區(qū)共15所部屬高校將向雄安新區(qū)疏解。

雄安新區(qū)的人員醫(yī)療保障也得到了極大提升，尤其是在雄安宣武醫(yī)院于10月開始試運(yùn)營后。

Xiong'an has also seen an improvement in medical services, especially after the branch of Beijing-based Xuanwu Hospital, affiliated to the Capital Medical University, started trial operations in October.

雄安宣武醫(yī)院副院長、首都醫(yī)科大學(xué)宣武醫(yī)院外科黨總支書記劉東斌說：“醫(yī)院已開診科室共33個(gè)。待住院病房和手術(shù)室運(yùn)行平穩(wěn)后，將適時(shí)開放急診?！?/p>

雄安宣武醫(yī)院自2023年10月16日試運(yùn)行至今，累計(jì)接診量3.9萬余人。雄安居民能夠方便地在家門口向北京專家問診。
